The facilitating works estimate is the sum of the cost targets for group element 0 (facilitating works) in an NRM 1 cost plan. It excludes the building works estimate, main contractor’s preliminaries, main contractor’s overheads and profit, the project and design team fees estimate, the other development and project costs estimate and risk allowances.
Facilitating works are reported separately because they are driven by site conditions rather than by the building design, and can vary widely between otherwise similar projects. Separating them gives the client a clear view of the cost of preparing the site and keeps the building works rates comparable with benchmark data. At early stages the estimate is often based on limited survey information, so the QS should state the assumptions clearly, for example the extent of asbestos removal or contaminated ground, and reflect the uncertainty in the risk allowance.
