Client requirements are a statement or document that defines the project outcomes and sets out what the client is seeking to achieve. They are used to develop the business case, which examines the viable options that meet those requirements.

Client requirements are set out at the very start of a project and usually cover function, quality, programme, budget and any sustainability or operational objectives. They are later developed into the project brief and, where the contractor is to carry out design, into the Employer’s Requirements (JCT) or Scope (NEC4). For the QS, clear client requirements are essential, because the first order of cost estimate and the cost limit can only be as reliable as the requirements behind them.
